Click for Picture. In 1866, Congress created six regiments of African-American soldiers, 2 cavalry, and 4 infantry. These units played a great part in the settlement of the American West. Although Blacks had fought alongside whites as early as the War for Independence, this marked the first time that such a group was authorized by Congressional Mandate.
